Young J. Kim
President

Dr. Kim is responsible for all company operations and business development. His extensive experience in Public Safety and Emergency Management communications, command and control systems is strongly complemented and balanced with in-depth expertise in systems and software engineering & engineering management principals and processes.  He is an experienced educator and has extensive training and practical experience in complex and large scale systems design, integration, testing and management. Prior to incorporating YES Inc. in 1999, Dr. Kim worked for TRW (now Northrop Grumman) and Martin Marietta (now Lockheed Martin). 

Dr. Kim holds a bachelors degree in Electronic Engineering from Yonsei University, Seoul, Korea, a Masters degree in Electrical Engineering and a Doctoral degree in Engineering Management from the George Washington University, Washington, D.C.   He also completed the Executive Education Program at the Tuck School of Business, Dartmouth College, Hanover, NH and taught graduate courses in the Department of Management of Information Systems, the School of Business of the Marymount University in Arlington, VA.

Gary Sprague
Executive Vice President

Mr. Sprague has over forty years of extensive experience in large scale systems engineering & integration, program management and business development.  During his tenure with TRW, Mr. Sprague managed several programs responsible for the engineering, integration, implementation and testing of complex and large scale systems including: Public Safety systems for major cities, military aircraft (B-1, F-111, F-105) and Satellite programs (Viking, EDIPS).  He also managed over 300 technical, engineering and scientific personnel responsible for system integration, testing and transition of East Coast Classified and Unclassified Projects.  Mr. Sprague is a successful and seasoned business developer and capture manager as he has successfully captured acquisition of city, county, state, national and international public safety business opportunities including Los Angles Emergency Command, Control and Communications System; United Kingdom's Nationwide Public Safety Radio Communications System; Baltimore Citywide Public Safety System; Atlanta Citywide Public Safety System; Pennsylvania State Police IIMS; San Francisco's C2 and Automated Information System; City of Austin, TX Combined 9-1-1 Center.

Mr. Sprague holds a bachelors in Electrical Engineering, West Coast University, CA and completed advanced Studies at UCLA, CA and Orange Coast College, CA.  He also taught engineering and science courses at the College of Engineering of Northrop University, El Segundo, CA

Ivan Hunt
Vice President, Aviation

Mr. Hunt is responsible for corporate operations in the Federal Government business sector with focus on aviation sectors. He has extensive experience in providing contract support to the Federal Aviation Administration (FAA). His management experience includes contract operations spread over widely dispersed geographical locations supervising numerous professional level specialties.

Mr. Hunt has over 30 years of aviation experience while serving several technical and managerial positions requiring Air Traffic Control experience within the Federal Aviation Administration. Additionally, Mr. Hunt has over 19 years of experience administering service contracts for 8A, Small Business and Large contracting firms.

Jim Sinclair
Vice President, Public Safety Systems

Mr. Sinclair has over forty years of experience that place him among the technical leaders in the Public Safety community.  As Vice President for Public Safety Systems at Young Enterprise Systems he has provided major public safety integrators with consulting services related to land mobile radio systems and interoperability solutions.

In addition to public safety wireless systems and communications center operations, Mr. Sinclair's background includes RF communications from VLF to SATCOM, terrestrial broadband communications, and development of Data-Link and Network Level protocols.  Further, he has applied all of the Systems Engineering disciplines relevant to evaluating, selecting, designing, installing, testing and delivering these systems.

Mr. Sinclair's experience with public safety radio system interoperability includes Ohio MARCS, the District of Columbia Unified Command Center (UCC) Project, the Silicon Valley Regional Interoperability Project, the Texas Communications Interoperability Project (CIPP), and the Navy Enterprise Land Mobile Radio (ELMR) System.

Mr. Sinclair's education includes a BSEE from Ohio University and an MSEE from the University of Illinois, where he taught undergraduate courses while pursuing his graduate degree.  He has been a registered professional engineer in the State of California since 1968, is a Life Member of the IEEE and a longtime member of APCO.

Mr. Sinclair is a coauthor of "Achieving Interoperability in Critical IT and Communications Systems" published by Artech House in June 2009.

Chris Blum
Vice President, Marketing

Mr. Blum has over 40 years of experience in aviation and transportation. He is a commercial and instrument rated pilot prior to taking a position with the FAA as an Air Traffic Controller in 1970. Mr. Blum retired from the FAA in May, 2009 as the Regional Administrator (RA) of FAA's Central Region. As FAA Regional Administrator, Mr. Blum served as the principal agency representative in both Great Lakes and Central regions with industry, the public, and various governmental bodies. He directed a variety of FAA regional programs that are essential to the overall mission of the agency to regulate safety and operate the nation's aviation system. Together, FAA Great Lakes and Central Regions encompass 12 states: OH, MI, IN, WI, IL, MN, ND, SD, IA, KS, MO, NE. Mr. Blum also serves as the agency's liaison to the National Association of State Aviation Officials (NASAO). Previous to the RA position, Mr. Blum was the Air Traffic Division manager of Great Lakes region, where he was responsible for Terminal, En Route and the Flight Service in 80 facilities in 8 states.

As Vice President of Marketing, Mr. Blum is responsible for expanding YES' presence in the marketplace, especially aviation, airport & transportation and executing growth strategies.
